BREAKING: ARC's Field Team is deployed in Virginia, rescuing 25 dogs and puppies from a hoarding situation that came to light two years ago shortly before the property owner died. Some dogs were placed. But since that time, cared for by a local rescue group, these 25 dogs have been patiently waiting for the placement that never came.
